SAFE PLACE 2023

From November 20-22, 2023, at the Military University of Technology named after Jarosław Dąbrowski in Warsaw, the 6th International Scientific and Technical Congress SAFE PLACE 2023 took place - Resilience of public utility facilities and critical infrastructure against military, hybrid, and terrorist threats. The event was held under the honorary patronage of the Chief of the National Security Bureau, the Director of the Government Security Centre, the Director of NATO DEEP eAcademy, His Magnificence the Rector-Commandant of the Military University of Technology, His Magnificence the Rector of the Higher School of Public and Individual Security APEIRON in Krakow, the Scientific Research Centre for Fire Protection, the Western Institute, and the Office of Rail Transport.


This was the first international edition of the Congress, significantly expanding the platform for knowledge and experience exchange. Distinguished guests, including representatives of the honorary patron from NATO DEEP eAcademy and guests from the National Defence University of Ukraine, highlighted the event.


The first day of the SAFE PLACE 2023 Congress concluded after six sessions, consisting of five expert debates and twelve individual presentations. Sessions from 2:00 PM onwards were conducted simultaneously in two rooms. Participants had the opportunity to take part in a laser shooting competition at the Shooting Range of the Faculty of Security, Logistics, and Management of the Military University of Technology during the first and second days of the event.

 

During the second day of the Congress, two parallel sessions were held from the morning, consisting of four expert debates and fourteen individual presentations. Participants had the opportunity to attend expert debates such as the one on the complementary understanding of security of facilities, moderated by Dr. Hab. Juliusz Piwowarski, Prof. WSBPI Apeiron, as well as an expert debate led by Reserve Major Dr. Eng. Jarosław Stelmach on the resilience of public utility facilities and CI against military, hybrid, and terrorist threats.


In addition to theoretical topics, practical workshops on security and response to terrorist attacks were also conducted. Participants were divided into four training groups, each focusing on different thematic areas. Each group cyclically participated in all workshop modules, which lasted 60 minutes each. During the workshops, participants collected stamps that entitled them to participate in a prize draw during the formal banquet. The workshops included four training modules covering selected techniques for responding to military and terrorist threats, providing first aid in response to attacks, and the practical aspects of technical security measures.

 

The second day of the SAFE PLACE 2023 Congress concluded with a formal banquet during which awards were presented, acknowledgments were given to co-organizers and event partners. Additionally, prizes were awarded for shooting competitions, prize draws were held for gifts sponsored by technical partners, and souvenirs were distributed to Congress participants. The official part of the banquet concluded with a celebration marking the sixth edition of the event.


On the third day of the SAFE PLACE 2023 Congress, two parallel scientific sessions began: "Risk analysis and security threat forecasting for facilities" and "Fire protection in facilities: Detection, warning, alarm, and evacuation." The third and final session during the Congress was a joint session focusing on selected issues in anti-terrorism security for public utility buildings. Within these sessions, there were two expert debates and sixteen individual presentations.
