III National Scientific and Technical Congress SAFE PLACE 2019 on "Anti-Terrorist Security of Public Utility Buildings. Civil and Military Best Practices" took place on November 19-20, 2019, at the Windsor Hotel in Jachranka near Warsaw.

The number of participants has more than doubled compared to previous years, indicating the substantive strength of the event, which annually attracts new institutions to collaborate. The third edition of the Congress took place for the first time under the patronage of the Government Security Center and differed from previous editions in several aspects. For the first time in history, the event was named Safe Place. Additionally, the location was changed from Wrocław to a venue closer to the capital, motivated by the desire to find a convenient place for as many participants as possible. Thus, SAFE PLACE 2019 was hosted at the exclusive Windsor Hotel in Jachranka. Secondly, the thematic panels were expanded to address even more significant issues. Greater emphasis was also placed on practical presentations by technical partners of the event. Safe Place is not just theory but also practice, encompassing demonstrations of the latest equipment and systems in the broad field of security. This provided participants with the opportunity to familiarize themselves with offerings presented by leading companies in the Polish and international markets. The two days of November were filled with substantive modules, panel discussions, several expert debates, and dozens of presentations and speeches, all contributing to increasing participants' knowledge and awareness in the area of counterterrorism security.
